A |     New Delhi, Oct 15 (UNI) The National Human Rights Commission (NHRC) has issued a notice to the Kerala government over reports that two missing women have become victims of human sacrifice.

The Commission observed that such incidents cannot be expected in a civilized society. The state, being the guardian of its citizens, is responsible for their safety and cannot escape its liability to protect them from such evil practices.

It has issued notices to the Chief Secretary and the Director General of Police calling for a report within four weeks, including status of the investigation of the case and compensation, if any, paid to the families of the victims, a NHRC statement said.

NHRC has taken suo motu cognizance of a media report that two Kerala women, reported missing to the police by their families three months apart, became the victims of alleged human sacrifice in a bizarre ritual orchestrated by a self-styled voodoo man professing to bring luck to a couple facing financial problem.

Both the victims were bound by a common profession of selling lottery tickets, it stated.

C |   早稻播种面积抽样调查在国家调查县（市）抽取的3000多个样方地块中进行，根据调查基础数据推算得出省级早稻播种面积。  早稻单位面积产量抽样调查在国家调查县（市）抽取的面积调查地块中进行，全国共抽取近7000个测产地块，20000多个测产小样方，通过对小样方内早稻进行实割实测，推算得出全省早稻平均单产水平。  （三）测产方法  实割实测是指基层调查员在早稻收获前，按照《农林牧渔业统计报表制度》对早稻种植地块进行逐块踏田估产、排队，抽取一定数量调查地块做出标记，在收割期由各县级调查队员或者辅助调查员对抽中地块进行放样、实际割取样本，再通过脱粒、晾晒、测水杂和称重等环节测量地块单产。省级调查总队根据各抽中地块数据推算全省平均单产。  早稻产量数据是以抽样调查的播种面积与单产相乘得出。
